Commitment to Partnership

l) The collaboration service area for the Supportive Guidance Chamber of Commerce (SGCOC) is to be nationwide, inviting new and existing business owners to join us and build upon one another with conscience efforts to bring about holistic financial security for Voluntary Commercial Entities (VCE’s).

2) The partners agree to collaborate and create commercial resources, debt prevention instruments/strategies and financial education that will promote generational wealth and social change for Voluntary Commercial Entities (VCE’s) pursuant to the program narrative of the grant application attached to this agreement.

3) Compensation will be provided to all eligible [non-lead] partners as outlined in the attached OVM- budget detail worksheet.

4) We, the undersigned have read and agree with this MOU. Further, we have reviewed the proposed project and project budget and approve them. By signing this document, the undersigned agree to remain involved with the partnership groups on a consistent and full basis; commit to participate through the entirety of the grant period; to adapt recommended processes/policies to improve our agency’s internal response to Voluntary Commercial Entities (VCE’s) financial crisis, arbitration, debt management and are the authorized representative for their particular organizations. This Memorandum of Understanding shall remain in force, until such time as it is rescinded in writing. Signatures on the following page.

Expertise in providing direct services to victims/survivors
Monica Phutseevong is the founder of the Supportive Guidance Chamber of Commerce (SGCOC). The SGCOC was incorporated November 19, 2021 and is currently in good standing as 501(c) (6). Prior to incorporation Supportive Guidance has been serving families and children for over 10 years with our non-profit 501 (c) (3) charity organization in seven statewide.

Our “Eyes Wide Open” approach towards linking entities, allows us to bond with several restoration-oriented businesses from diverse backgrounds; connecting to businesses offering second chances in healthcare, financial investments, marketing, expungements, debt collection, arbitration, employment, and insurance to ensure their problems are solved efficiently. SGCOC will advocate trade finance coherency and established procedures issuing non-preferential Certificates of Origin for member/non-member suppliers and manufacturers.

SGCOC as an agency will be providing direct access to advice from titans of industry and the business practices that they implemented to help ensure perpetual success. Voluntary Commercial Entities (VCE’s) in addition to the same services described above will gain awareness inside an active network designed for measurable financial return. Monica has been doing community-based advocacy work with Indigenous Americans, immigrant/refugee individuals for over fifteen years but has been cultivating impactful business relationships all while providing food resources, prevention, and intervention services to victims/survivors for the past 17 years.

The Supportive Guidance Chamber of Commerce (SGCOC) is the lead agency and will oversee grant administration, monitor progress on goals/ objectives/ activities/ timelines, generate all OVW-required reports, and send one staff member to the OVW trainings. Supportive Guidance will take the leadership role in the development and implementation of any leadership curriculum for entity orientation and networking.

We are the voice of the community and believers in 2nd chances that restore value and dignity. Bridging the gap between communities and providers alongside our partnerships are the department of human services, food shelf distribution services, local churches, and businesses across the country.
